Rabbi Noach Shafran was born and raised in Baltimore, where he attended Yeshivas Ner Israel. There, he was greatly influenced by the Rosh HaYeshiva, Rabbi Yaakov Weinberg, ZT"L.

He is currently an 11th Grade Rebbe at Mechina Ner Israel in Baltimore.
